"The Blue List" Transition, Open Applications, and Provisional Status Implementation
The Defense Contract Management Agency (DCMA) has officially assumed management of the Blue UAS program from the Defense Innovation Unit (DIU), transitioning the effort to its new designation: The Blue List. We recognize and appreciate DIU's foundational work in establishing this critical capability for the defense community. Under DCMA's management, our assessment processes have evolved to better serve the requirements of our warfighters and industry partners. Most notably, the requirement for a system to have a military sponsor and win a competition has been removed. The application process is now open, allowing any manufacturer and system to apply for inclusion on The Blue List. During our recent transition and data consolidation phase, it became necessary to remove several legacy products from the approved list due to gaps in historical documentation. To correct this oversight, we are reinstating those systems to The Blue List under the new Provisional Status. These systems will retain this provisional designation until DCMA is able to confirm compliance and communicate directly with the affected vendors about next steps.
As we look to both broaden capability and ensure truly vetted supply chains, the Blue List is requesting vendors who wish to apply, coordinate with all of their component suppliers (flight controller, radio, ground control station, camera, gimbal, network connectivity, batteries, and motors) to submit Foreign Ownership, Control, and Influence Screening Questionnaire, and a Bill of Material in DCMA’s format to the submit your product page. The component suppliers can pick to be posted on the Blue List after the review or they can remain off the Blue List, but the information is required either way. This is being done to both protect proprietary information of the component manufactures as well as to ensure the most accurate initial BOMs for systems while mitigating FOCI concerns. To ensure continuous quality and adherence to strict material sourcing standards, DCMA is introducing a Provisional Status for systems on The Blue List. This status indicates that a system has completed initial vetting by our team but requires pending revalidation to be cleared as fully compliant under our current review standards.
